IRLA Resource Center Pop-up when no Search Results

Stacey Boyd suggested this to Laura, Laura asked that I add this in the IRLA Resource Center to highlight the "Clear All Filters" option - screenshot attached:
"Could we add a pop up that says something like "Not finding what you're looking for? Clear All filters to search all of the IRLA Resource Center" (to solve the problem of not knowing why nothing appears when searching for something that does not exist)
