The challenge this will address is the need for a visual representation that captures the combined real-time status of each individual student along a biliteracy trajectory. Not that we would pre-set any benchmarks along that trajectory for the customer (we would not want to do that), but this report would give them valuable insight into each student's progress toward proficiency, and help allocate tier 2 and tier 3 supports on each language based on aggregated data.
It could be a simple grid, ENIL levels on the x-axis and IRLA levels on the y-axis, each student identified on the grid with their values in each language.
